Unless the only thing a producer makes is a song but... Blues albums completely void of vocals still have producers. Somebody produces each music track and then you have an executive producer who throws the entire CD together and oversees the project much like a movie director/producer.

the term producer came about back when people didnt have any real machinery to just 'make beats'
it was a collaborative effort to make the "beat" sometimes the band might have the music
sometimes the producer might have sheet music for the band to play
sometimes the band would have music and the producer would over-ride them
why? because he is the producer
as i said the producer is the person entrusted with the responsibility to make a quality track
beat makers are never producers UNTIL they give the track point of view
