When american votes the tally of actual physical votes is called the 'popular vote'. Gore had the most popular votes as more people wanted him in office. In america we had the dumb idea of the electoral college. This was set up by our forefather because the majority of people (non rich land owning white males) are not capable of voting. (this is where i can be wrong, but bear with me) The electoral college, which is a panel of people (size determined by state population) also places votes. The electoral colleges votes choose the president. In RB terms: While 90% of the site wants me to be an Smod, only the voice of the mods/admins counts.
