Rugby isn't played at the pace of Gridiron Football. So it could be argued there is higher impact. So in effect in some ways it equals itself out to Rugby. Also tactics mean the crunches are usually more decisive (it stops, player is instructed to take certain player out etc.).
Though i think overall Rugby probably does edge it. As one must keep coming back to the 'minimal protective gear' thing and how it doesn't stop and start as much as Gridiron.
