Why can't I start a cypher thread?

There doesn't seem to be a "start thread" option for me in the cypher forum.

Then, it's discussed among a panel of judges over a course of a week who vote in whether or not the cypher has passed their preliminary qualifiers such as: Build value, longevity, dynamic, cultural and international impact, and its intuitiveness in today's market. Once that's completed, it's sent off to a research group who analyzes the site as a whole and conducts trial runs on a small group of test subjects to see the relevancy of it. After three or four months you'll get a PM from the owner saying if it was successful or not, and if it was? Voila, sir, you have yourself a thread!
